## An authorized visit has a paper trail
DIRECTEMAR reported that HAI LI 18 was authorized to enter Valparaíso for a crew change in May 2025. Its account describes interagency inspection of documents and fish holds; it does not announce an illegal-fishing finding. [S74]

## Compare rules with movements
Peru’s 2024 monitoring changes and reported shifts toward Chile raise a regional question. Establish the individual authorization and reason for entry before calling a port change evasion. [S13, S04]

## High-seas scale is not an incursion count
SPRFMO’s fleet statistics describe activity in its Convention Area. They cannot be read as a count of Chinese ships caught inside Chile’s EEZ. [S01]

## Open research questions
- Obtain port-entry applications, fish-hold inspection reports and any resulting sanctions.
- Distinguish crew changes, medical calls, fuel, repairs and cargo transfers in port-use datasets.
- Require dated coordinates, boundary data and an enforcement record before publishing an illegal-incursion claim.
