- Resolve the conflicting Hong Pu 16 cargo weights in initial and later official records.
- Link domestic registries, quota allocations, inspection inventories and vessel ownership on matching dates.

Foreign-flag incursions, Argentine corporate operations and AIS identity collisions require different evidence. They should not be merged into one offender category.
